Overview:

The FHA Claims Specialist is responsible for preparing, reviewing, and submitting FHA mortgage-insurance claims, specifically focusing on Parts B through E of the FHA Single Family Housing Claim Filing process. This role ensures accurate reporting of allowable expenses, adherence to HUD guidelines, timely filing within regulatory deadlines, and proper documentation for all reimbursable claimable items as outlined in the FHA Claim Filing Technical Guide.

The specialist acts as a subject-matter expert on post-foreclosure, conveyance, and property-related expense claims, ensuring compliance with HUD requirements to maximize recoveries for the organization. The specialist should be familiar with reconciliation and accounting.

Primary Responsibilities:

Part B: Property Preservation & Protection Expenses

  • Document, review, and submit all property preservation costs, including securing, winterization, debris removal, and emergency repairs.
  • Validate that expenses comply with HUD preservation cost schedules and allowable reimbursement limits.
  • Reconcile invoices, work orders, photos, and contractor documentation to support claimable Part B expenses.
  • Ensure timelines for property preservation activities align with HUD conveyance and claim-filing requirements.
Part C: Foreclosure / Acquisition / Legal Expenses
  • Prepare and validate foreclosure-related expenses, including attorney fees, court costs, publication fees, and sheriff sale charges.
  • Coordinate with Legal, Foreclosure, and Vendor Management teams to gather required documentation.
  • Determine eligibility of each expense type under HUD guidelines before submitting for reimbursement.
  • Maintain accurate tracking of foreclosure milestones to ensure claim compliance.
Part D: Taxes, Assessments, HOA Dues, and Related Charges
  • Review and submit reimbursable property tax payments, municipal assessments, and HOA/COA dues.
  • Validate proof of payment, billing statements, and delinquency notices submitted for reimbursement.
  • Ensure taxes and assessments have been paid to appropriate authorities to support claim eligibility.
  • Coordinate with escrow, tax, and HOA teams to reconcile outstanding assessments before claim filing.
Part E: Additional Allowable Conveyance and Miscellaneous Costs
  • Process other conveyance-related expenses, such as utility bills, hazard insurance premiums, and special assessments authorized under HUD claim policy.
  • Review miscellaneous costs to confirm inclusion in HUD's reimbursable expense categories.
  • Document and reconcile invoices, proof-of-payment, and supporting evidence for all Part E submissions.
  • Identify discrepancies or disallowed expenses before claim submission to minimize HUD rejections.
General Responsibilities Across All Parts (B-E)
  • Maintain in-depth knowledge of HUD's FHA Claim Filing Technical Guide, including claim codes, deadlines, and documentation standards.
  • Perform quality assurance reviews to ensure claim accuracy and compliance prior to HUD submission.
  • Manage claim timelines to meet FHA's strict filing requirements.
  • Collaborate cross-functionally with Preservation, Foreclosure, Legal, Accounting, and Vendor teams.
  • Update internal claim systems with all relevant claim data, recovery amounts, and HUD responses.
  • Monitor claim statuses and resolve HUD rejections, supplemental claim opportunities, or resubmissions.
  • Prepare internal reporting on recovery performance, claim trends, and aging analysis.


Scope of Responsibilities:

This position interacts with internal M&T Bank departments and external third-parties.

Education and Experience Required:

A combined 3 years' higher education and/or work experience, including a minimum of 1 year relevant work experience.

Strong analytical abilities and high attention to detail.

Ability to interpret invoices, legal documents, and preservation work orders.

Strong organizational and deadline-management skills.

Education and Experience Preferred:

Familiarity with HUD guidelines, including conveyance and post-foreclosure processes.

Experience using FHA claim systems (e.g., FHA Catalyst, FHAC).

Knowledge of property preservation, foreclosure processes, and tax/HOA operations.

Prior experience in mortgage servicing default operations or investor claims.

M&T Bank is committed to fair, competitive, and market-informed pay for our employees. The pay range for this position is $20.55 - $34.25 Hourly (USD). The successful candidate's particular combination of knowledge, skills, and experience will inform their specific compensation.
