Summary

The Child Abuse Investigations Manager is responsible for ensuring that established investigative, casework, social work and counseling principles are applied by each member of the team to each case involving allegations of child abuse; and ensuring that all abused, neglected, abandoned and at risk children and their families are provided the appropriate protections.

A person in this position is expected to demonstrate the System of Care Practice Model which maximizes all resources around an individual or family. This system of care includes child and adult serving agencies and community partners that join with an individual or family to meet their goals.

The Children, Youth and Families Child Abuse Investigations Supervisor position comes under the provisions of the Child Protective Services Law. This job requires the following documents to be obtained, reviewed as acceptable by the supervisor and re-obtained every five years: PA Child Abuse, PA Criminal History and FBI Criminal History. If your background is unacceptable, you will be disqualified for employment.

A criminal background check is required.
Essential Duties

  • Oversee the work of Child Abuse Investigations Supervisors, Child Abuse Investigations Casework Specialists or support staff as it relates to the quality of client services.
  • Ensure appropriate application of the CPSL: risk assessment procedures, investigatory time frames, accurate documentation, adhering to process, consistent assessments, case record maintenance and service provisions.
  • Ensure appropriate application of the Juvenile Act: ensuring timely investigations, accurate documentation, adhering to process for consistent application of law, assessments and service provisions.
  • Supervise, motivate and train staff through use of regularly scheduled meetings to include referrals to appropriate training.
  • Supervise Child Abuse Investigation Supervisors/Child Abuse Investigations Casework Specialists to ensure investigations are in compliance with law, meet all identified benchmarks, documentation is accurate/current and timely, and identify client's needs to ensure the provision of appropriate services.
  • Determine the urgency of response by reviewing risk in concert with the Supervisor to assess the situation with regard to the presence of imminent threat to the child's life, health and safety.
  • Balance the use of CPS statutory authority with the need to determine the least invasive intervention to protect the child and enhance family functioning.
  • Demonstrate reassurance, empathy and congruence throughout the investigatory process.
  • Collaborate with the Supervisor to review all related documentation and evaluate the reliability and accuracy of information gathered.
  • Review the safety assessment throughout the investigation ensuring that necessary revisions are put in place for the safety of the child.
  • Disseminate sensitive, collateral information from a variety of sources according to the CPSL.
  • Review and analyze professional reports and other data.
  • Review and analyze case records to ensure quality of services provided.
  • Review correspondence, reports and records of workers supervised, as appropriate.
  • Assist with the interviewing and selection process for new workers who will be under their supervision.
  • Maintain an effective working relationship with community agencies and resources.
  • Assist in the development and implementation of appropriate program-related policies and procedures.
  • Respond to calls from the public by providing related information and referrals, and determine eligibility for services.
  • Attend and represent department at court hearings.
  • Plan and supervise the administrative aspects of case management by assigning cases, monitoring work flow and ensuring timely provision of services.
  • Prepare correspondence, compile reports, maintain records and associated data.
  • Participate in planning and implementing in-service training.
  • Train staff in policies and procedures.
  • Evaluate performance and make appropriate recommendations regarding personnel actions.
  • Produce, distribute and monitor reports containing statistical data on the number and disposition of cases.
  • Participate on committees within the department, Human Services and the State.
  • Communicate with and serve as liaison to social service agencies, local police, local law enforcement agencies, and the courts regarding reports and investigations of child abuse and neglect cases.
  • Participate on committees to refine practice and procedure, make recommendations to improve service delivery and ensure consistent application of the law and subsequent service delivery.
  • Ability to provide a comprehensive overview of the department and services to the community.
  • Monitor individual cases and programs to ensure regulatory compliance.
  • Monitor, implement and maintain departmental and County policies and procedures.
  • Serve as liaison to service providers ensuring timely and appropriate delivery of services to clients.
  • Maintain a professional public image in accordance with county and agency policy.
  • Provide after hours and in-office on-call coverage consultation.
  • Perform other duties, tasks and special projects, as required.

Qualifications/Preferred Skills, Knowledge & Experience

Minimum Requirements:
  • Social Work is defined as providing services to families to help them attain a more satisfactory social, economic, mental or physical adjustment to their environment. Interviewing clients to obtain social histories, providing comprehensive information about agency programs/services, determine eligibility for services, provide information and referral, navigate systems and negotiate/ advocate for services and formulate/ implement plans for change.
  • Bachelor's degree from an accredited college or university in Social Work plus five years of experience in public or private social work which included two years in a public welfare program and two years in a supervisory capacity; or
  • Bachelor's degree from an accredited college or university in the Social Sciences plus five years of experience in public or private social work; or
  • Bachelor's degree from an accredited college or university with 12 credits in the social sciences (sociology, psychology, social welfare, gerontology, criminal justice or other related social science) plus five years of experience in public or private social work which includes two years in a public welfare program including two years in a supervisory capacity; or
  • Bachelor's degree from an accredited college or university in Social Work which includes participation in the Child Welfare Baccalaureate Program (CWEB) (see above); or
  • Bachelor's degree from an accredited college or university to include 12 credits in the social sciences and successful completion of an internship program in a Child Protective Services agency (plus the above); or
  • An equivalent combination of experience and training which includes 12 credits from an accredited college or university in sociology, social welfare, psychology, gerontology, criminal justice or other related social sciences.
  • Thorough knowledge of the CPSL: risk assessment procedures, investigatory time frames, accurate documentation, adhering to process, consistent assessments, case record maintenance and service provision.
  • Thorough knowledge of the Juvenile Act and dependency issues as they relate to investigations, documentation and provision of services; ensure timely investigations; accurate documentation; adherence to process for consistent application of law, assessments and service provision.
  • In-depth knowledge of the Child Protective Services Law, implementation of this law as it applies to case assignment, investigation process and procedure, ensuring allegations are investigated within mandated time frames, compliance with Child Protective Services Law regulatory guidelines as it applies to risk and safety assessments and all associated documentation.
  • Must have a valid driver's license and use of a private vehicle.

    Preferred Skills, Knowledge & Experience:
  • Six years of supervisory experience.
  • Six years of child welfare experience
  • One year of management experience.
  • Department of Public Welfare Supervisory Certification.
  • Knowledge of child welfare regulations and related laws.
  • Excellent organizational and time management skills.
  • Ability to maintain confidential information and handle confidential matters.
  • General understanding of Human Resources guidelines.
  • Adaptable to workplace change.
  • Ability to establish priorities and carry tasks to completion.
  • Excellent listening skills.
