Position Overview

Power your future with Qualus in our Proposals Department as a Proposal Manager. The Proposal Manager leads and oversees the development of complex, high-value proposals in support of Qualus' Business Development and Sales efforts. This roleis responsible for managing the full proposal lifecycle-from opportunity assessment and strategy through final submission-ensuring responses are compelling, compliant, on time, and aligned with Qualus' brand, value proposition, and growth objectives. The Proposal Manager serves as a strategic partner to pursuit leaders, subject matter experts, and executive stakeholders, driving proposal strategy, content quality, and continuous improvement of proposal processes. The ideal candidate brings strong leadership, project management, and persuasive writing skills, along with the ability to manage multiple concurrent pursuits in a fast-paced environment.

Responsibilities

  • Lead the end-to-end development of complex proposals, including requests for proposals (RFP), requests for quotes (RFQ), and statements of qualification (SOQ), and other client requests, from intake through submission.
  • Partner with Business Development, Sales, and Pursuit Managers to shape win strategies, key messages, themes, and differentiators.
  • Facilitate proposal kickoff meetings, strategy sessions, and milestone reviews to align teams on expectations, roles, and timelines.
  • Assess proposal risks, identify gaps, and proactively recommend mitigation strategies throughout the proposal lifecycle.
  • Develop and manage detailed proposal schedules, assignments, and compliance matrices to ensure on-time, high-quality submissions.
  • Coordinate cross-functional contributors, including technical experts, subconsultants, marketing, graphics, and executive reviewers.
  • Provide clear, timely status updates to leadership regarding progress, risks, resource needs, and deadlines.
  • Manage multiple concurrent proposals under tight deadlines while maintaining accuracy, quality, and consistency.
  • Translate complex technical and operational information into clear, persuasive, and client-focused proposal content.
  • Review, edit, and refine proposal narratives, resumes, project descriptions, and other materials to ensure compliance, clarity, and alignment with branding and messaging standards.
  • Lead content reviews and color team-style evaluations, incorporating feedback to strengthen proposal quality and competitiveness.
  • Ensure final deliverables meet all client requirements, formatting standards, and submission instructions.
  • Contribute to the development, maintenance, and continuous improvement of proposal best practices, templates, tools, and workflows.
  • Maintain and enhance the proposal content library, including resumes, project sheets, and boilerplate materials.
  • Leverage proposal automation software and AI-based tools to improve efficiency, consistency, and quality.
  • Support training and mentoring of Proposal Specialists or coordinators, providing guidance on best practices and quality standards.
Qualifications
  • Bachelor's degree in Business, Communications, Marketing, English, or a related field (or equivalent experience).
  • 7-10 years of progressive experience in proposal management, coordination, or related roles; AEC or professional services experience strongly preferred.
  • Advanced proficiency in Microsoft Office (Word, PowerPoint, Excel), Adobe Acrobat, and collaboration tools such as SharePoint and Teams.
  • Advanced expertise in managing the full proposal lifecycle for complex, multi-disciplinary pursuits.
  • Strong ability to analyze RFPs, RFQs, and SOQs, interpret requirements, and translate them into actionable plans.
  • Proven success managing multiple high-priority proposals simultaneously.
